This act declares of national interest the
preparation, implementation and dissemination of affirmative actions to give a
differentiated and privileged treatment to the Afro-descendant population and
ensure their access to employment and education.
Affirmative actions will be applied for a
period of ten years, in order to measure the results. These actions are: -that
public institutions allocate at least seven percent (7%) of the vacant jobs per
year, to be filled by people of African descent; -that the National Learning
Institute allocate seven percent (7%) of the quotas in each of its educational
offers to the Afro-descendant population. -that the National Women's Institute
incorporate into its existing programs, or through new programs, specific
affirmative actions related to political participation, economic autonomy and
access to health for Afro-descendant women.
Likewise, it is pointed out that the Primary
and Secondary Education programs must expressly incorporate, in their syllabi,
the study on the legacy of Afro-descendant people in Costa Rica; and that the
Higher Council of Education must enforce this affirmative action in each school
year. Finally, the obligation of the State through the Ministry of Culture and
Youth is indicated to stimulate the opening of public spaces dedicated to
information, analysis and discussion of the subject of the Afro-descendant
