The purpose of this act is to promote reading, books, and libraries. It establishes reading as a cultural right, which through the tool of the book can develop the well-being of the individual and society. Libraries will be spaces that guarantee democratic access to reading and that therefore the State must promote their existence.
It contains several objectives: promote and support reading practices, support the training of readers and writers, promote cultural, literary, and scientific creation, support the production and circulation of the book, among others. Everyone has the right to reading and the public authorities will guarantee that right.
It specifies that the State will promote the creation and production of books and their translation into other languages. It grants powers to the Ministry of Public Education and the Ministry of Culture and Youth. A National Reading Plan is created in the country and a National Reading, Book and Libraries Council is established.
From an economic-financial perspective, this act establishes the tax exemption for all inputs and products related to reading. In addition, it creates a National Fund for the Promotion of Reading, Book, and Libraries, with a tax equivalent to one American dollar ($ 1) for each kilogram of mass sale of used clothing, it must be carried out by bulk, is say without being individualized by garment.
