The object of the act is the attention of the Cultural Sector that has been affected by the national emergency as a result of the COVID-19 Pandemic.
The Ministry of Culture will establish strategies to support people who define themselves as beneficiaries of the Culture Sector from the negative effects derived from the national emergency produced by COVID-19.
The people who should be considered beneficiaries are those cultural workers who are unemployed, with temporary suspension of the employment contract, reduction of working hours or independent persons whose income has been affected.
The Ministry of Culture and Youth must: a) Identify the most vulnerable sectors or those most affected by the consequences of the COVID-19 pandemic, b) Build strategies for the care of people through mechanisms of participation of the sectors beneficiaries; c) Prioritize in the institutional strategic planning for the attention of these beneficiaries, d) Identify complementary funds to the Budget to strengthen the current competitive funds, among others.
The International Arts Festival will be replaced by the National Arts Festival and the resources allocated to cultural activities of the 2021 National Bicentennial Program will be dedicated to strengthening the National Cultural Sector.
A limited validity of this act is established, during the years 2021 and 2022.
